Taoyuan Signs Educational Tourism MOU with Nippon Travel Agency Co., Ltd.
On November 28, 2025, the Taoyuan City Government and Nippon Travel Agency Co., Ltd. - Japan's second-largest travel agency - formally signed an Educational Tourism Cooperation Memorandum of Understanding (MOU). The partnership aims to promote overseas educational travel for Japanese students and position Taoyuan as the top destination for Japanese school study tours.

Market Background
The market's potential is clear: in 2018, before the pandemic, more than 500 Japanese schools and nearly 60,000 students visited Taiwan, demonstrating Taiwan's strong appeal in Japan's school study tour market. As the market has rebounded rapidly after the pandemic, Nippon Travel Agency Co., Ltd. conducted an on-site inspection in Taoyuan in August 2025 and concluded that the city is highly competitive in the educational tourism market, thanks to convenient air connectivity, cultural diversity, and abundant tourism resources.

Four Key Areas of Cooperation
The two sides identified four core directions for cooperation:
  • Developing dedicated educational tourism content
  • Establishing a coordination mechanism for international school exchanges
  • Promoting reciprocal visits and exchanges between schools in both places
Advancing sustainable tourism and local revitalization, in full support of the United Nations Sustainable Development Goals (SDGs)

Long-Term Tourism Benefits
The Taoyuan City Government hopes that students on school study tours will leave Taoyuan with wonderful memories and return in the future, creating a positive cycle between educational tourism and leisure travel.
This MOU was jointly signed by three parties - the Tourism Bureau, the Department of Education, and Nippon Travel Agency Co., Ltd. - with principals from multiple senior high schools and representatives from relevant city agencies attending as witnesses.
